PHILADELPHIA (November 9, 2010)

The U.S. Environmental Protection Agency made available today its final report on monitoring for air toxics near the Kreutz Creek Valley Elementary School in Hallum, Pa. The report, posted on the agency’s website at http://www.epa.gov/schoolair/schools.html , concludes that EPA found no concern for short- or long-term health risks from air toxics, specifically hexavalent chromium, outside the school.

The Kreutz Creek Valley Elementary School is one of 63 schools in 22 states where EPA monitored outdoor air as part of the agency’s Schools Air Toxics Monitoring initiative, designed to help EPA and state environmental agencies understand whether long-term exposure to air toxics poses health concerns for children and staff at the schools.

EPA selected the Kreutz Creek Valley Elementary School because of its proximity to a facility that is a source of air toxics and computer models which determined hexavalent chromium may be present at elevated levels in the outdoor air. Because no concentrations of concern were found at the school, air monitoring there has been discontinued.

In several states, the money went quickly, sometimes within hours. Click here to watch a Youtube video of the Arizona program burning through $5 million in just over three and a half hours. In Texas, the demand for the rebates was so great the online reservation system crashed.

But not all states had this type of demand. Thirteen states that offer rebates for heating and cooling appliances still have funds remaining in their programs. A list of those states and some details is below.

For the most up to date information about how much money is left in each state rebate program, check with the state energy office. You can find all state energy rebate programs at the Department of Energy’s Energy Savers website.

In some states, rebates are also given for purchasing energy efficient hot water heaters, room air conditioners, and other appliances.

In California, rebate funds remain for the installation of qualified gas furnaces and boilers, central air conditioners, and air source heat pumps. Check out the California’s rebates website for more information. Non-HVAC appliances also qualify for rebates.

In Colorado, funds remain for the installation of gas furnaces and boilers. ENERGY STAR® qualified gas furnaces with an AFUE >= 92% are worth $500 in rebates. ENERGY STAR® qualified gas boilers with an AFUE >= 85% are worth $400 in rebates. Non-HVAC appliances also qualify for rebates.

The state of Delaware has money remaining for homeowners who install qualified gas and oil fired furnaces, gas and oil fired boilers, central air conditioners, and air source heat pumps. Iowa is planning to reopen its rebate program to use up the remaining rebate funds for the installation of qualified heating and cooling equipment. Check out the Iowa rebates website for more information. Non-HVAC appliances may also qualify for rebates.

Funds remain in the Maine program that offers rebates for the installation of qualified gas or oil furnaces, gas and oil boilers, central air conditioners, and air source heat pumps. Check out Maine’s rebate program for more information. Non-HVAC appliances also qualify for rebates.

The state of Maryland, has rebate funds for the installation of qualified central air conditioners and air source heat pumps. An ENERGY STAR® central air conditioner (split systems) or air source heat pump earns a homeowner a $500 rebate. Non-HVAC appliances also qualify for rebates.

New Hampshire is still awarding rebate funds for the installation of qualified gas and oil furnaces, and gas and oil boilers. ENERGY STAR® gas furnaces with an AFUE>= 90% qualify for $300 in rebates, or $400 if the qualifying gas furnace has an Electronic Control Motor (ECM). ENERGY STAR® qualified oil furnaces with an AFUE >= 85% earn for $300 in rebates, or $400 if the qualified oil furnace has an ECM. ENERGY STAR® qualified oil boilers with an AFUE>= 85% qualify for $500 in rebates. If the ENERGY STAR® qualified oil boiler has an AFUE >= 90%, the rebate is $1,000. ENERGY STAR® qualified gas boilers with an AFUE>= 85% qualify for $500 in rebates. If the ENERGY STAR® qualified gas boiler has an AFUE >= 90%, the rebate is $1,000.

In New Jersey, rebate money remains for the installation of qualified propane and oil furnaces, propane and oil boilers, central air conditioners, air source heat pumps, and geothermal heat pumps. The state energy office website has more information on eligibility requirements.

The state of New Mexico has money remaining for the installation of qualified ENERGY STAR® gas furnaces, which are eligible for $200 in rebates. Non-HVAC appliances also qualify for rebates.

In Utah, homeowners get $300 for installing ENERGY STAR® gas furnaces with an AFUE of at least 90%.
Virginia has remaining funds for rebates for installing qualified ENERGY STAR® gas and propane furnaces (eligible for $250 in rebates), and air source heat pumps (eligible for $300 in rebates). Non-HVAC appliances also qualify for rebates.

In the state of Washington, funds remain for the installation of qualified air source heat pumps. Homeowners qualify for $750 rebate for installing an ENERGY STAR® qualified inverter-driven ductless heat pump with an EER greater than or equal to 12, SEER greater than or equal to 14.5, and HSPF greater than or equal to 8.2. Equipment must be purchased on or after June 28, 2010 and must be installed by a contractor who has been trained on the NW Ductless Heat Pump Project. The contractor must complete the Contractor Installation Details portion of the application. Non-HVAC appliances also qualify for rebates.

And in Wyoming, money remains for the installation of qualified gas furnaces. Homeowners who install a gas furnace with an AFUE equal to or greater than 90% earn a rebate of $250.  Non-HVAC appliances also qualify for rebates.

To clear up any confusion, tax credit eligible appliances, such as central air conditioners, heat pumps, furnaces, and hot water heaters, must be placed in service on or by December 31, 2010, in order for a homeowner to qualify for the tax credit.
The IRS defines “placed in service” as when the property is ready and available for use. It’s not when a homeowner purchases the product, but the day installation is complete, and they are able to use the new product.
Homeowners should be careful near the end of the year, because if the eligible appliance is not placed in service on or by December 31, 2010, then you will not be able to claim the tax credit.
Rumors of “new” or updated requirements that say the homeowner must sign a contract on a project by November 30, 2010, (or any date) in order to qualify for the tax credit are false. There has been no guidance or updates from the IRS with instructions about contract dates.
The law treats payments as having been made on the date of installation or original use of the property. So, even if the final payment for an installation job comes in 2011, as long as the equipment is placed in service on or by December 31, 2010, it would be tax credit eligible.
And as a reminder, its always a good idea to consult with your tax advisor regarding your eligibility for the tax credits.
